It’s traditionally difficult to differentiate between separatists and terrorists. People’s definitions often depend on their own political point of view on any specific topic – people can often sympathise with a group’s political ideology, even if they resort to violence to achieve their goals, and are more likely to define such a group as ‘rebels’ or ‘freedom fighters’ – whereas if they don’t sympathise with their aims, they will be label them as ‘terrorists’.
