Syria’s transition (Foreign Policy)

JUNE 8, 2025

The fall of Syria’s Assad dynasty last December brought a glimmer of hope to a country mired in a 13-year-long civil war. Indeed, “Syria’s current transition to a new form of government is in a category of its own,” Zaid Al-Ali wrote in April. “Desperate to avoid the mistakes that their counterparts in other Arab countries have made in recent decades, the new interim authorities under President Ahmed al-Sharaa have achieved impressive progress.”

Yet despite fragile public confidence in its transitional government, Syria faces profound threats as it seeks to rebuild, from the resurgence of the Islamic State to the legacy of the Assad regime’s chemical weapons program and family separation policy.

This edition of The Reading List offers a closer look into those challenges and considers what a successful transition might entail.—Chloe Hadavas

The US, China and the war in Ukraine (Brookings, June 3, 2025)

With the war in Ukraine well into its fourth year and negotiations advancing in fits and starts, questions are mounting over how the world’s major powers might shape the terms—and outcomes—of any eventual peace. What role, if any, should China play in a potential cessation of hostilities in Ukraine? Can the Trump administration influence China’s policies toward Ukraine and Russia? What should it seek from Beijing and what should it guard against? These questions are playing out within a broader U.S.-China relationship marked by growing strategic rivalry, yet shaped by an enduring need to coordinate on global challenges.

The end of the Imperial Republic (Brookings, June 4, 2025)

On June 4, the Center on the United States and Europe at Brookings hosted Camille Grand for the 20th annual Raymond Aron Lecture. In his remarks, Grand broke down scenarios and challenges for European security in light of a changing trans-Atlantic relationship which possibly marks the end of the “Imperial Republic,” as Raymond Aron branded the United States’ post-1945 foreign policy.

Following the address, Mara Karlin, visiting fellow at the Brookings Institution and a professor of practice at Johns Hopkins University’s School of Advanced International Studies (SAIS), and Peter Rough, senior fellow and director of the Center on Europe and Eurasia at the Hudson Institute, joined Grand for a discussion moderated by Constanze Stelzenmüller, director of the Center on the United States and Europe at Brookings. Suzanne Maloney, vice president and director of Foreign Policy at Brookings, and Agnès von der Mühll, the French deputy chief of mission to the United States, will provide welcome remarks.

The suicide of a superpower live (Max Boot, W Post)

We are witnessing the suicide of a superpower

The president’s assault on science dangerously undermines America’s superpower status.

On June 14 — the 250th birthday of the U.S. Army and, not so coincidentally, the 79th birthday of President Donald Trump — a gaudy display of U.S. military power will parade through Washington. No doubt Trump thinks that all of the tanks and soldiers on display will make America, and its president, look tough and strong.
