Weren’t we told that there would be a multi generational struggle against terror?

As Christine Abizaid, director of the National Counterterrorism Center recently said, «[W]e remain concerned about al-Qaeda and ISIS but assess that the threat they pose here is less acute than at any other time since 9/11.» The threat to the homeland from domestic right-wing terrorists is far greater. Was the threat of foreign terrorism exaggerated, or did successive administrations of both parties successfully degrade groups such as the Islamic State to the point where they no longer threaten the United States? Perhaps some of both.
