The death of three U.S. service members in a suspected Iranian drone attack in Jordan has upped the stakes for the White House in the ongoing conflict in the Middle East. But any retaliation by the Biden administration would first need to consider what Tehran is thinking, how much control it actually has over groups such as Hezbollah or the Houthi rebels in Yemen, and what Iran’s appetite is for a broader conflict.
